וַיְהִי֙ עַם־הָאָ֔רֶץ מְרַפִּ֖ים יְדֵ֣י עַם־יְהוּדָ֑ה ומבלהים [וּֽמְבַהֲלִ֥ים] אוֹתָ֖ם לִבְנֽוֹת׃

Das Volk des Landes entmutigte deshalb die Judäer und schreckte sie ab vom Bau.

the people of the land They are the adversaries of Judah and Benjamin.
